Kohls late fees - Late Fee Credit (or NOT)

I had a late fee with Kohls, I paid 1 day late (my Fault). I called and they took off the late fee, nice of them. The next month that I got my bill, the late fee was there, so I deducted it from my payment and sent $2 more than the required payment. So, the next month comes around and they charged me another late fee for that month, 2 days after they received my payment (this one on time). I called because I thought they had messed it up. The customer service rep said they credited my late fee off the balance of my card but I still owed the payment with the late fee? I told them I have NEVER heard of any company doing this, if the late fee goes on the payment the late fee should come off the payment. He said that is just how Kohl's does it. I then found out that Kohls customer/ credit service is out of El Salvador. REALLY!!!!
